I am being offered a Senior Specialist - Software Engineering role with Grade P4 and compensation as 28 with 23 fixed, 3.5 variable and 1.5 retirals and other benefits (no clue what this is!).

Monotasking has helped me immensely. Focus super hard for 30-60 minutes on one task, then come up for air and reply to emails/slack/whatever and then dive back down into the project if it needs another round or move on to your next to-do
Yup, add regular review/working blocks to your calendar and tell your team, especially your PM or PM equivalent that you need work delivered ahead of those times for review. Depends on how much you have to review/move along but two throughout the day should help. Tell people in your org that in order to not bottleneck, you need those times protected and respected
I’m big on handwritten to do lists, even if they’re disorganized I can see at a glance what isn’t checked off. For reviews and tasks, I block my calendar and name the block whatever it is I need to be doing. Also can’t stress enough the need for multiple monitors so I can attempt successful multitasking lol.
When the procrastination is really bad I try to “reward” myself midway thru a task and when I’m done.
