Are there any recruiters who primarily place people in in-house roles? The recruiters I see are primarily placing people in firms, and only occasionally have in-house roles (if at all).

Most companies use their own internal recruiting folks for all new hires, legal included. Very few companies use third party or outside recruiters - they don’t want to pay the fee and get plenty of qualified candidates without it. LinkedIn, Goinhouse, indeed, and specific company’s job postings are the way to go. Some industry specific places may have targeted websites (I think there’s one for tech).

There are recruiters that place both at firms and in-house. Companies looking for specialist/niche roles might be more likely to use recruiters.
