Are there jobs that don’t require you to get into the lottery for H1B? Someone told me that happens for non profit jobs. Is it true?

I am current interviewing with Visa and they started the background check before the final round. The recruiter called me saying she’s already have an offer ready but I have to go through one final interview with the VP. However, he has been out of the office for the past two weeks. I had technical and behavioral interview today at Deloitte Canada for visual analytics and information design position.
In technical round there was a case study to create visual data sheet and present it to technical round.

It went good they asked couple of questions and showed that at some point it lacks of continuity and rest thing is good. I have been told we will discuss and send details to HR and you will get update within few days. What are the chances that they can hire me ?

I have an approved i140 and planning to move out of pwc. What is the clawback that I will need to pay pwc for all legal fees incurred based on what we signed?
