OP - I think once basic needs are met (shelter, security, food) happiness is a choice for most. People who undergo tragic events (death of a spouse, paralysis, death of a child, etc.) often bounce back to the same happiness levels as before though their external variables have drastically changed.
My happiness has generally been above average. How/why - probably mostly my nature and because my basic needs are met. I’ve got a decent support system of friends, cut out toxic family members completely, married to an amazing person, and have a little one on the way soon. Trying to achieve what I didn’t have growing up (involved and loving parents) and feeling hopeful.
I also tend to always compare down and rationalize to make myself feel better (if I get a parking ticket I think of all the savings and sales I racked up to offset it and think it could’ve been worse - what if I got into an accident).

Yes. Completely free emotionally and independent financially. Practice but don’t have to. Used to take a client if they had a pulse, not anymore. Also, I don’t GAF about things I used to GAF about. Loose an A client? IDGAF. Friend disappointed I won’t jump through hoops for them anymore, IDGAF. Need contact Tuesday? I have plans (going to the beach Tuesday, IDGAF). Free finally.

I’m content. I have times throughout my day where I’m really happy, other times I’m sad, other times anxious, nervous, or worried. But I’m okay with that. I’m content because overall things are positive and I’m doing the things that I enjoy with people who love and support me. I don’t let the negative stuff hold me down and I enjoy the good times while I have them.

Mostly. Not every minute of every day because, IMO, that’s unrealistic. Accepting that makes it bearable when I’m unhappy (rare) or indifferent (more common).
My philosophy: Happiness is a verb. It’s not something you have or something you can get. Happiness is something you do.
Unhappiness is living in the past. Worry is living in the future. The best thing I’ve done for my mental health is learning to live in the present — a work in progress.
And I’ve learned that gratitude is the shortest path to being in the present.
