This should rarely, if ever, happen if the CD made sure the brief was solid in the first place.
If the CD is at an agency where they have no power to tweak the brief, the CD should have a post-briefing meeting with the AD & CW and shoot off inspirational thought starters. Not example solutions, but ways to think about the problem in interesting ways.
If the AD & CW still can’t crack it, brainstorm with them. All three of you. Step back and nudge them to keep them on the rails, headed in the right direction. Then the idea belongs to all of you, and they’ll learn something.

In these cases I think in the background and either feed the idea to the team after a couple rounds (particularly if a very jr team) or just save in case of emergency to pull out at the last minute. But I try to give them clear direction and the opportunity to crack it. Sharing a territory to think in or some example inspiration can help. And I try to make sure they know what filters I’m using to evaluate the ideas so they can self-evaluate too.
Agree with the above. As they go along, throw them a couple insight and/or ideas to keep them moving. Have them interpret it their way and watch it evolve. If the time is really getting close, it’s time to just decide what is working and what’s not. Choose the course and go.

Ew to these responses. If a team can’t crack a brief the brief is bad or the CD isn’t doing their job. If you’re a CD who has time and a clearer comprehension of the brief to come up with JIC ideas, you have time and to share it with your team and help explain to them why their ideas are not working but how a solution like xyz could. That’s your job. When you shove your idea in last-minute you’re proving you are a decent senior creative but a terrible CD.

I'm usually thinking of a few ideas in the background. Just in case.
Then, depending on the team, the client, the situation (time, etc) I'll either put my idea in the deck. Or, better, try and backfill one of their ideas to become mine. Make it seem like it was theirs, or theirs inspired mine.

If good teams are struggling after several rounds and the CD is giving good direction, the brief is bad.
Seems luxurious to have several rounds.
