Personally, I think that the first problem is not making that clear, that is, I know of places that take the issue of etiquette very seriously and post signs that keep the client aware of the etiquette, such as not speaking loudly or not keeping proper behavior, with that you would have avoided the bad time.
It is a fairly complicated situation, but it is best to take care of the masses, that is, if you do not enforce the restaurant's etiquette code, the other customers will think that it is not a serious place for not being respected.
Many people are unaware and feel that children have the right to everything because they are children but it is not like that, everything has its place and place if they felt offended it is a shame but you were right, the best way is to go directly with the client and ask him Know that you are making others uncomfortable.
Having a dedicated table a little far away, and explaining the guests/parents the situation in advance should be a preaty good start, so that they are aware of the situation and try their best. No other guest should fell offended, if they see the parents trying their best as we are all human.
