At least, that's how it worked at both of my non-Deloitte federal consulting firms.

You might get told you're working inefficiently and that you should be able to complete tasks within 40hrs. They may ask for clear justification of the additional hours
Bill the hours you work…. especially in GPS. Time entry is very important, which is why we put our time in everyday.
Ask your manager and career coach/counselor/mentor/buddy/whoever for guidance. The short story is you may be basically forced to bill 40 or get a bad review. You will likely soon encounter one of the worst parts of consulting: eating hours. Complaining to superiors won't help because everyone has accepted this as a regrettable norm of consulting, and everyone who doesn't like it left (or will leave) before becoming powerful enough to put an end to the practice. Knowing when and how to eat hours, push back on demands, or push out timelines will be key skills to develop.

Bill your actuals, if you’re working more- that’s a conversation with your project lead that you need help or ways to lighten the load.
It’s never wrong to ask, “can you show me how to be more efficient?”- you’re a 3 week analyst, it’s expected you have to learn a bit.

Your Manager or the EFA will come after you soon...its hard but I would try to be laser focus and to work 40 hours and then log off. Doesn't worth sacrificing your personal time if you don't get to bill them.
