@Indeed 1 - yes, getting their free users on their company plan would be a huge benefit (collaboration, data generation, information security, all that jazz).
But more important than increased usage, better usage will benefit them. The tool can save them 10s of millions of dollars a year, if they use it well. If they just hold on to it and have a number of islands just using the basics, then they won't really unlock the potential.
I feel like that would be such a complicated system, no? I think understanding the reasoning for it would definitely be the first step. I feel like that's adding to their workload for no reason otherwise
Sounds like they are controlling or have experienced a more junior employee that may have been out of line or inappropriate in their contacting hire up’s. I think building relationship goes a long way if it doesn’t speak to someone else you can trust on another team to find a solution.
Perhaps build a relationship with that stakeholder first.

Feels very restrictive on your part. I agree with I1 tho. You can build a relationship with the stakeholder first (if possible).
