I think the problem is not in the police, but in the ease of buying guns.
Unfortunately as police we can only react and demand training to make intelligent decisions at such moments. We can't prevent a mass shooting, but we can act quickly to mitigate damage.
We're already doing the best we can. What needs to happen is more mental health care and low-income support so people don't become mass shooters in the first place.
I know this may draw some heat but I am a firm believer in the 2nd amendment... people need to be able to protect themselves and others. By and large, the vast majority of gun owners are responsible and conscientious, and there are many times civilians have been able to limit or even prevent significant loss of life. Hard to do if they aren't allowed to protect themselves.
We need to focus on the kids who are falling between the cracks, it's the best way to keep this from happening. When people snap there are usually some really obvious warning signs that others can see in retrospect. So the idea is to spot those warning signs and address the underlying problems before they become pathologies
There are surprisingly few people who are really willing to spend time with the kids I have to work with. There are a lot of good reasons, because these kids are admittedly quite troubled and not easy to deal with. They really need that constant involvement though. Otherwise they won't be able to break the cycle of abuse and crime.
