If you tell them the truth in the way you explained it here, I can’t imagine they would see this as cause not to hire you.

Just say you didn't even know they marked you as not eligible for rehire. And that they didn't take it well when you resigned and maybe thats the reason.
I would hope they already knew they worked for only a few months? In theory that would have already been on the resume / background check?
If the medical condition has since been diagnosed and you are receiving treatment could you just tell them that?

I also didn’t know you can get written up for tardiness in accounting. Considering some staff get away with being MIA for hours, I’m surprised
It was IBS, which I only was diagnosed with months later. Also yes, it is a move from private to public.
I thought background checks only validates date of employment and tittle ? Curious as to why your previous company would let them know if you are eligible for rehire or not..
A lot of places ask to get around the question of if someone resigned or was fired. HR usually can’t flat out say someone was fired, but they can say a person isn’t eligible to be rehired.
