Sometimes they have meaning behind it, sometimes they don’t. I remember reading that dreams before fajr are the ones most likely to come true (based on the fact that this is the last third of the night when Allah decends to the first heaven).

Assuming you think it's the first type then they usually occur before fajr. Someone who is skilled in dream interpretation can interpret the meaning. Interpretations are not ubiquitous and can also differ based on culture. Meaning a particular object or thing you see could have different meanings for different ppl. You shouldn't divulge to everyone and anyone but only those you trust.
Well shaytan exist of many types. Also the realm of dreams is very different
