Talk to your manager and ask if there’s a formal review cycle. Ask if you can have one. Go in with tangible examples of your good work and ask for a raise. If the answer is “no,” ask why. Is there an agency-wide freeze? Are they still waiting for you to hit certain milestones before giving you a raise? Do new employees have to wait 2 years for first raise? Whatever it is, you should ask to know.
being at an agency for a year and having an expectation to be promoted or receive a bonus doesn't seem likely. some companies only hand out $ with a title change.
if you feel that strongly, def inquire and have a formal discussion about the fiscal year/review cycle. Raises/promos always rely on the fiscal year, and are affected by a holding company's best practices. Private companies have way more control.

Speak up! Ask for a review from your manager or ask when the review cycles usually occur. Prepare a “highlights” PDF in a portfolio style of your successful projects, even a few positive client quotes about the work. Remind them why you are great and deserve a raise and also you need a critique to grow your craft. If things don’t go how you were hoping after then at least you started preparing pieces for your portfolio to be able to move on.
Gotta speak up first. If that doesn’t work, then consider leaving. But don’t wave the white flag before at least trying. The unfortunate thing about offices is, we all get tunnel vision in our own jobs...so sometimes management just doesn’t think about the promotion or raise you’ve earned until you make them aware.
As a junior it’s common to move to get a raise. Just take your time, find a better job (not just a better salary), and when you do leave, be gracious about the opportunity your current agency has given you.
A lot of places have you reach out to your boss before the review process gets rolling. They often want you to forget so they don’t have to give you a raise.
