I started using a tiny bit, very low % when I was 14. Stopped for a long while and I’m 28 now and started using it again at 26. Depending on dosage, I think you can start now, but seems like yours is very minute, so maybe start on the lowest dosage OTC retinol, spf moisturizer is key, water is key too.
23 sounds young for retinol. Focus on prevention instead of repair at this age. Wear sunscreen and a vitamin c serum daily. Right now, I use this one and love it

At 23 you could start with an OTC retinol like the ones from The Ordinary and definitely make sure you’re applying sunscreen every day
