I'm not sure if its a industry policy but I had to rollover my 401k twice and each time with paper checks. These were well known servicers.
And if the market drops 3% on Monday and Tuesday? Or maybe more? You can't guarantee anything happens in the market. You may find yourself buying in cheaper depending what happens.
For sure. We are all big boys and girls and moving the money in a period of high volatility comes with its risks. Just lamenting what has at least started out as some bad timing.
They all send paper checks when you rollover

I think a transfer is at least possible if staying at the same institution.
Got a paper check from Fidelity but I think that's because 401k and IRA are on separate systems. I think one department was from an acquisition or something.
I just rolled over from Fidelity and they cut a paper check. It’s not common that it’s digital.
Be grateful FedEx didn’t lose your rollover check in the mail and you had to get it reissued after 2 weeks 🙃🙃🙃

This is why you don't.roll over your 401k when the market is more volatile than usual. Of course you can never predict, but we've al be seeing swings recently and are anticipating craziness around the election period.
Even if it wasn't a paper check, there still would have been time out of the market. You need to sell your 401k stocks then buy stocks in the IRA. And if it's automated it could have so happened that it was sold on a low and bought on a high.

Been there
We help do a lot of rollovers at work and we always ask the custodian if they can wire the funds. They don’t usually bring it up proactively.
I do an after tax roll over into my Roth IRA every paycheck. It’s a paper check each time.
If you have a good investor for you roll over he is going to ask you your goals and from that start a plan to invest according to that!! He will place it in different types of investment not just stocks. Then set up a schedule to meet with you and update your investments and plan as your life change.
You will get it all back and more!!
