OP, if you’re getting 40K after taxes, you’re probably not making more than $50K total. If you’re not in a boutique consulting, it also means that the low pay is because of the lower cost-of-living city.
What are doing with a $1300 rental in a lower cost city? That’s too high for your income. If you’re renting a bigger place, it probably also costs more in utility.
Are you married? Have kids? What are doing with a $75 per month Internet? For a single person, you don’t need a gigabit connection.
I worked at an ATC in Nashville where 40k-50k was the norm. Average rent was from $1000-$1400/month for one bedroom

OP do you actively manage your budget with an app or software? If not, I highly recommend YNAB. There’s a bit of a learning curve but there’s tons of YouTube videos on it, and once you get the hang of it, it’s tremendously helpful. I'm guessing you're paying $1800 a month on rent and food at your salary? Either you have way too nice an apartment or you need to spend less on food. Maybe both. I have worked my way up in terms of position and salary and $1800 isn't a cheap budget.
This was me age 23 - 26. My first job I made 35k (before taxes) in Boston (in 2012). It was not great.
But it gets better. Try not to adjust your living costs every time you get a raise. Pay off your debt as quickly as you can.
If you live in California I can relate! My first year out of college, my first paycheck was spent primarily on rent. They don’t adjust for HCOL as much as you think.

Slow down your student loans to the lowest payment plan. Maybe not pay the full CC balance each month? I know that is terrible advice but YGDWYGD...
With interest rates being low I highly recommend reducing your student loan payments
