I would go ahead and apply for the role within the other org anyway. Focus on your growth, successes and strengths.
Talk to your manager about your strengths and why you think the other role would be a better fit. Typically your current manager needs to sign off on any internal transfers, and if you aren’t a solid performer in your current role, your manager may be happy to help move you to another team.
I’ve proactively helped a low performer on my team transfer to a role on another team that was a better fit. (He also got a raise with the transfer that wasn’t really merited but oh well.) This benefited me because I no longer have to manage someone who wasn’t interested in the core activities of the role plus I scored “team player” points in the broader org for being willing to give up someone who was already trained.
Most managers hate firing people. Unfortunately, that’s often the only option to address poor performance caused by dissatisfaction in the role. Having another viable option (an internal transfer) is a win-win.
