DC or maybe Chicago for professional services. DC is more costly and slants government, which could be demerits.
For tech and finance, the answers are SF and NYC. While the COL is high, there's something to be said for the wide variety and concentration of great jobs. I'd rather be in (and have a network of people in) front office IBD in NYC than back office risk management in Charlotte, for example.

The DMV, by far. A ton of black professionals, several of the major firms (Deloitte, BAH, Protiviti, Accenture) are headquartered here. Alongside others such as Amazon HQ2, satellite offices for every major company in the nation.
It’s also politically better for Black people. Houston you’re dealing with Abbott, and NC still has some issues. Only issue is COL, but it’s still reasonable.
Best thing about DC is leaving DC. Houston is awesome. Good schools if you’re a high earner as well.
You can't go wrong with Houston. Best city, no income tax, so many black professionals to link up, etc...

Dc for the dating scene and networking. But your money won’t go as far there, and it gets cold. So pick your poison
