Definitely not Philly if you’re looking for cool. Portland, ME is nice and would be cooler. Would think one of the northern Great Lakes states would be good temps. Never been, but Traverse City, MI or Madison/Milwaukee perhaps
July on the east coast will not be that cool.. avoid DC/Philly/NYC/Boston if you’re looking for something under 80. Yes, it can definitely go below 80, and often does... but I’d hate to be searching for a cool temp locale and end up with it at 88/90. Definitely try more of the mountain areas, Denver, SLC, or other PNW like Portland Oregon
SF is perpetually between 60-80
