Visio? I used it before and it was fairly easy after a bit. Of course, the process diagram I was making was fairly simple too.
Have a look at customer journey maps for inspiration. They are often very visual.
Make a designer do it with well explained constraints
It really depends on how complex and many steps are involved. Visio is good for complex. If you have an existing template, PowerPoint can be effective
The best, most state of the art way is to design the process maps directly in a low-code application platform (e.g., ServiceNow, Pega, Appian, OutSystems, etc.).
Most of the time, the purpose of creating a process map is to guide subsequent systems implementation. Creating the maps directly in a platform both saves time and reduces possible miscommunication.

The main reasons that this is better:
1. The same person defining the workflow is the same person building it (no miscommunication)
2. You can immediately step through the workflow (if it doesn’t make sense, then fix it immediately)
Again, this is assuming the end state is to build an IT system. So the sooner we get it into the platform, the faster we move.
