Target has great underwire bikinis with minimal padding. I’ve also been able to find some decent ones at Old Navy too. I also have a $70 top I bought from everything but water and it’s higher quality but not worth the price

I have really liked Vix bikinis. Although they are not underwire, the fabric is fantastic and very supportive.
I'm up to a DDD now, but when I was a D/DD bikinis from Salinas were also some of my favorites.
I like a lot of Australian designers: Somerfield, Ark, and bond-eye. Nice fabric and minimalist design (good for tan lines).
I’m not sure I qualify as busty though — I’m a C / small D.

Love athleta and Victoria’s Secret - DD/DDD here and they have minimal/removable padding with great support
I’ve had some luck with jcrew. They let you purchase as separates which helps. Last year I just bought about 6 pairs and then returned whatever didn’t fit - ended up keeping 3. I bet they have decent sales right now.
