Mulling an offer from big 4 for S1/S2 FDD in VHCOL with base $130k and sign on bonus. Is that standard for VHCOL?

Anyone in public mental health administration in a non-rvu outpatient child mental health setting? How do you calculate productivity rates, especially within a multidisciplinary setting including psychiatrists, psychologists, and social workers?
