There are two ways to build a new house... one is to get a net new plot of land, and the other is to find an existing house that you either plan to fully demolish, or potentially reuse the foundation.
Start with the town(s) you think you want this to be. Then it's time to explore. Location will determine many things, like plumbing, sewage, electricity, connectivity, etc. The few folks I know that built spent a good year looking for the perfect spot.
Once you've got a better idea of a town, you can start to work through more local resources to figure out what's available to buy, or if you potentially just want to buy something in terrible shape and tear it down to build up.
Hire a realtor, find land, find contractor.
I would work with someone local for all of these. Recommendations on the internet across the country won’t do much good. I would personally research local builders or realtors that have land listings / new construction experience.
