Never take vacation when you’re on the bench unless you are actually disconnecting from work. That said, you need to be actively engaged with your practice and working to get staffed.
I got let go and my saving grace were those vacation days I CASHED OUT BABY. I repeat- do NOT take them while on the bench! Peace and luvvvvvv 🤘

Interesting question. I want to say no, they can’t force you to use vacation when you’re unassigned. They can likely fire you for any reason though, so I guess they can do that.
Can you do some sort of training while you’re on the bench so you’re still clearly “working” and “upskilling”? Maybe you can avoid finding out the answer to this question
They may be able to effectively force you to take vacation days (aka highly encourage), but if they are you shouldn't be doing any work then. And if you do end up doing initiative work, proposals, then take back the pto and bill those codes.
There’s no internal initiative, proposal work, and any other things you can do? If you’re doing those, even if it’s not client hours, you are still working, and hence will have no need to charge to vacation

In the UK, a firm can force you to take your vacation whenever they like (as long as they offer you the number of days required by law). It's very rarely done though
