D1, the Delta Reserve Card is one of the top prioritization categories.
I’m platinum and can get C+ upgrades most flights - but I look online to ensure they’re available before I book. Helps if you are flying outside prime Mon / Thu hours
As platinum, best way to get C+ is to book 2+ weeks in advance. Plat/diamond can select C+ seats directly (you’ll have to wait around 5 mins after ticketing in my experience).
For at-gate upgrades, my experience in Atlanta is that platinum occasionally gets C+ and Gold is a joke lol. My friend flies Tuesday mornings though which is a different story. Off-times you’ll have shots at first with platinum (I am tonight, for example)
For better chances, the Amex Delta Reserve Card will give you priority within your status level
FYI reserve card is pretty low on the list when determining upgrades. Fare class is a bigger determinant. I wouldn't get the card for those rare ties.
Comfort plus yes. First no if traveling prime hours.

P1: it looks good... but there are a lot of bodies in front of you when you parse it that way. I’m Diamond but got upgraded to C+ about 90% of the time when I was Gold. Even as a Diamond I only average about 50% in First flying hub-to-hub on Monday mornings and Thursday nights. Anything less than Diamond + full fare doesn’t stand much of a chance... which means the other Diamonds are filling the seats that weren’t upgraded automatically upon booking
