I’m pretty sure the execs in charge of comp decisions stopped talking to HR a while ago and just hand down a list of who gets what and tells HR to deliver and justify it.

It's atypical. How senior is the role? If you need help and it's a senior role, hire an attorney with experience negotiating executive comp package and figure out what some alternatives are if you can't get the exact balance of comp, bonus, or equity you want. Also, do research to figure out what others in comparable positions are paid and use that information. Ultimately, you're likely to be the best representative of yourself in this situation, but you have to invest the time to figure out how to get yourself the best deal.
I have in the past gone to recruiters I am in contact with for help with negotiations. Mainly I've asked what they think about the offered pkg, what others are offering or asking for, and any insight they could share about the company I might join. They get salary info from me and I get their industry insights.
