They won’t be doing their job if they advice anyone to travel out of the country.
And heard some stories where people got stuck

There are a number of zones which are restricted. Schengen is one of them, same is UK, Ireland, Brazil, South Africa. Even a layover there will ban you from returning to the US for 14 days. There are increased risks compared to pre-pandemic.
Emergencies are OK. Travel just because you are bored it's not encouraged. Depending where you travel, you'll need a PCR test that needs to be made at most 72 hours before you enter in the US.
It completely depends on where you are going. If you plan to go to Schengen area or any of the other countries that fall under the presidential proclamation, you cannot get in without a National Interest Exception (NIE).
This is why EY strongly advises leaving the country, because you may have a very interesting route back.
And of course, there are many, oftentimes different testing requirements for COVID to take into account, but that’s independent of your visa status.

I don’t see why not. EY advises anyone with a visa to not travel right now. But situations arise and so do family needs sometimes.
If you have neither of these then def refrain from traveling at the moment, not because of visa stuff but due the rona
Any L1 Visa holder can travel any number of time s .. 95% of visas will have multiple entry on the visa
