I would do it in either one if you’re in ROW. Up until 140 approval I don’t think spouse and dependents matter much, but when filing 485/131 make sure to include spouse and kids, whomever gets there first.

I was/am in the same situation; my EB1C application is in concurrently filed, non-approved I-140 stage and my wife has her EB2, but still in PERM phase BUT she won the DV2021 lottery. I was told that it is not a good idea to have two AOS applications running and USCIS will make you abandon one of them. I would proceed all possibilities up to approved I-140 but then choose the one for which you will file the AOS. If AOS fails, you still have other I-140s or DV lottery as backup. What you CAN do with lottery is file that with department of state (so consular). I was told there is no harm to have an AOS with USCIS/DOHS and one with DOS.
