Can someone assist me with a negotiation? My friend is in a bad situation. She knows if she stays at current position, there’s no growth and they are looking for reasons to eliminate her position. She was offered $15,000 less than what she’s making now. Based on what the hiring manager said—his offer was a struggle to come with due to budget. She mainly wants relocation and flexible PTO since she will have to go and move from Maryland to Delaware.
Continued: She went from a director of food and beverage position to a director of community life. She is working an an upscale retirement community currently. If she accept the offer at this new company, she would be a director of dining services. She has 20+ years of food and beverage experience inclusive of 8 years in hotels. 7.5 years of management experience. Does she have wiggle room to ask for a slightly higher salary? She does know benefits and PTO. She may come off as ungrateful asking for more money due to the hiring manager saying it took a lot to offer what he did

Has she applied anywhere else? Has she considered differences in cost of living between the two locations just to be sure that it's truly a pay cut?
I personally wouldn't take a pay cut unless I had to, so I'd at least ask for a lateral move in pay or keep looking.
She has. I think this was her first in person interview. She is currently spending $500 a month in gas. Single parent as well and her son is in before care and after care for a total of a 11-12 hour day. She’s on call and sometimes will have to work weekends. They are trying to actively eliminate her position. She also pays higher income tax due to the fact that she pays a county tax (where she lives and also where she works). No work life balance there but she does get 4 weeks of vacation time and 12 sick days. The issue is if she stays she believes she will eventually be terminated due to performance issues in addition to them trying to scale back. She’s on the highest end of the salary range for her position.
I expect lots of hiring manager say that to save company money?! if they’ve firmly said no can’t go higher, it depends how much your friend wants/needs the job, and if she’s willing to rock the boat further in favour of walking away
Apparently she was transparent about what she was making before her in person interview. They decided they didn’t even need to do a second and extended verbal offer. She does know she has no growth at her current place and that her position is probably going to be eliminated eventually
