I was laid off during Deloitte‘s mass layoff in July of last year. I have worked as an independent contractor since and projects haven’t been consistent at the client I’m working for. I’m looking to get back into a big firm and was seeing if anyone would be able to refer me or help get my foot in the door. I was a business analyst for 1.5 years at Deloitte and have several years of additional experience which I’d be more than happy to share.

If you say "I am 'having' 18 Yrs experience" instead of "I have 18 yrs of experience," they might hire you as a Sr. Analyst. Best wishes!
I don't think that is really a matter

You should at least be manager. Senior Manager has a sales target.
I got a senior role with 15 YOE
What kind of experience do you have? They might be bumping you down because you don’t have a consulting (or not enough) background.

Titles at EY don't have too much meaning.
Someone with 2 years experience directly out of college will likely be a SC, that said, I've seen people with 15+ years in industry enter as an SC. while the titles are the same, the compensation will obviously be drastically different between the two individuals.
I'd expect you to come in either as an SC or a Manager.
Senior Manager has sales targets, and they don't typically hire into that role unless you've served very similar roles at competing firms
