Example: retail client wants to better understand how competitors are using new technologies to help with ‘last mile’ delivery of fresh grocery and how they can get their teams to start thinking about adopting technology for their business. A business consulting strategist at SR would do the research, present initial findings with stakeholders, and put together an internal workshop with the larger client team to prioritize and decide on a direction. A Marketing strategist would come in after this new technology/program has been implemented and write the creative brief for the launch campaign, they are more consumer focused. This is just from a SR perspective, not sure how other agencies define the two.
Depends on the agency. At SR we have traditional business consulting strategists. They would provide market sizing and opportunities for new brands or products. They do a lot of future trend forecasting for clients. But they would never be able to touch a creative brief or campaign strategy. That would be the role of a Marketing Strategist who only work with the creative teams.

Generally I think creative strategists write the creative briefs, strategists come in after and help bring idea to life across media. One cares about consumers and interaction with product and one cares about consumers and interaction with media.
