The prebuilts right now are using pretty garbage components. Sure it's a 3080 on paper, but it's a PNY and it runs at 85c constantly and performs like a 3060
This is a little old, but I got my 3070 from EVGA and the wait list. Took several months but it was worth it to me.

I got one at launch by buying a PC from Maingear. It came in 4 weeks. I have been super impressed with the build quality. I’m definitely buying from them again.
I’m sorry it took me so long to reply. I got a MSI over-clocked card that definitely goes for a couple hundred over retail but I think it’s more like maingear was slapping in whatever they could. I could have gotten a bone stock founders edition and I’d be happy with that.

-Newegg Shuffle lottery, happens on weekdays usually.
-Buy a pre-built. /r/buildapcsales often upvotes good value builds that include 3070/80/80/60ti or SlickDeals even.
-Camp MicroCenter. Look up the Unofficial MicroCenter Discord and join up. There's a channel for each store and we organize FAQs and line rules etc. This is how I do it. And yes, you will need to dedicate 12-24 hours of your time to camp in the parking lot. There are also times where you can order a full custom build and they'll magically allocate a 3070 for you too, but that's store dependent.
-Best Buy drop. It usually happens every 2-3 weeks but the day is random and often kicks off either at 10est or 1est, but still random. Need a stock tracker with notifications.

Letsbld had a pretty decent selection and competitively priced.
Set up a polling script that alerts you of any Best Buy stock and notifies you vis a push message to something like Telegram. As soon as you get it go and checkout on Best Buy mobile app using Apple Pay. That's how I got my 3080 back within first 2 months. Or just buy a prebuilt from Newegg etc.
If you haven't bought the components yet, just get a prebuilt from Origin or NZXT or the likes.
