Yes you're being underpaid. Unfortunately this exact moment isn't it to crane your neck for a raise. However you can and should open the conversation with your manager. "I know now isnt the tight time, but I'd like to start discussing my next promotion. Can we talk about steps that would help me get their to make a raise a possibility when things calm down?"
However, you will quickly make more money by leaving for a different gig v. Pushing for a raise

I’m not sure what Houston’s cost of living is, but $61K sounds like your company got you for a steal. Someone with ten years of PR experience should be making closer to $100K in a smaller market. Agreed with the commenter above: you’ll never get a $40K pay raise when this gets better. Start looking for jobs at companies you admire so you can jump when it’s appropriate. Additionally, LinkedIn and other job websites have salary calculators based on geo to help you remain competitive.
Definitely underpaid. Granted I was in media/digital/marketing analytics at the time, but at 8 YOE i was pulling $150 TC in Texas at a small shop. I’m now at 12 YOE pulling $450k TC in consulting but that’s a whole different story vs. agency life.

Thanks everybody! Good advice here. @CEO 1 No niche. I’ve worked across a very broad spectrum of industries and have done everything from social to events to media relations, etc. I’m very proud of my experience, and I’ve proven I can adapt and learn quickly, but in some ways, that makes me feel even more stuck

OP, How long have you been at your current company?
If you’ve been there for a while, ive been there... I was incredibly underpaid in a previous role where I had been for close to 10 years as well. After the current market stability (covid, economy, etc) passes, you can try leverage another job offer to get your current co to match - but personally, it wouldn’t sit right with me that they’ve taken advantage of you for so long, and it might be better for a fresh start elsewhere.
If you’re newer to the firm, this is a good opp to spend time researching the market and negotiation strategies.
