Yes. HSAs give you a triple tax advantage and the money rolls over. You don’t need to use it or lose it. Contribute the maximum amount (3600) and invest part of it. The cost of accutane totally depends on which high deductible plan you select and whether or not you get the generic version.

Your plan let's you invest in stocks, bonds, index funds, etc. (what, specifically, depends on your plan). It's a way to grow the money over time as most people don't use all the money (or any of it) in the short term, but you are correct about its use (medical, including dental and vision, expenses only).
As someone who's gone through two rounds of accutane please be aware of your mental health as you go through it. When I researched it before taking it there were side effects of depression and at the time the doctor said she didn't agree with that and I will tell you she was wrong.
I don't recall since it's been 8 years but make sure you ask your doctor about it. The biggest pain in the ass was the monthly pregnancy tests that you have to go in for.
Yes HSA can be used for any medical and doctor prescribed items/treatments. You should contribute the max because it’s the only triple tax benefited account and can also be used for retirement.
Accutane can be pretty expensive. Maybe $100-$200? Make sure to shop around on a site like goodrx as not all pharmacies charge the same price.
Use GoodRx and then call the cheapest pharmacy and ask them to transfer the prescription (you usually just need to provide the original pharmacy address and phone #)
Regardless of your prescription right now, you should max your HSA contribution.
Accutane was the best thing I ever did for my skin. It COMPLETELY changed the way my face chest and back look. Now I rarely ever get blemishes and I finished treatment 7 years ago.

To answer your question, yes you can have an HSA without contributing.
Follow up question: Since I just started at a company mid year, can I still contribute $3600 max to HSA? Or must I do prorated (May-Dec 2021 only)?

No no no...the HSA is an *annual* max but you can only contribute the annual amount if you were covered by an HDHP for 12 months. You will have to calculate your pro-rated contribution Max based on your first date of coverage. (I’m a licensed health insurance broker)
My husband used it when he was a teenager, 15 years later he gets crack bleeding lips if he doesn't use a lip balm frequently. Also, someone at work used it and her mouth looked like she had the worst herpes ever. The side effects are a lot.
Are you sure that you have tried everything? I used to use clay to dry my skin and avoid acne, also Neutrogena and aloe vera.
Going to share a positive story: was on accutane and had no side effects at all. Wish I had done it sooner because now all I have to deal with is light scarring from all the other failed prescriptions. I was on doxy and had more problems (stomach) with that than accutane
