Depends on the stipulations surrounding the parental leave program. Did they make you sign a contract before going on leave? Does that contract state you must repay a portion of salary if you don't return to work? You would only have to repay if there was specific language like this in a contract you signed. In the absence of any such specified language you wouldn't be entitled to pay back anything.
Check your benefits package. Sometimes they bury these things in the description of benefits which you usually sign as part of your employment agreement. This would be horrible PR though, so I highly doubt they have anything like this.
Even if not required in writing to return to work, you are going to burn a lot of bridges doing that. You are basically requiring the firm to pay you to be unemployed for an extended period of time. Better hope you never need a reference (formal or just word of mouth about you) from anybody you worked with.
TLDR: maybe not illegal/breaking contract, but a dick move nonetheless
Had a team member do this. Everyone was completely fine, but sorry we lost a good team member. No bridges burned at all.
I agree with EY2. Those are you benefits you deserve to use. If you are already on leave then likely most of your work will be transitioned to someone else anyway. I'm sure people will understand especially if this is your first child. Having a child changes your views and priorities and sometimes PwC no longer fits with that. So why should you have to come back to work so you don't offend anyone if you know you don't want to work there anymore?
The benefit has already been earned. If the benefit was contingent on future employment then the firm would attach a clawback to the benefit. Think of it as a bonus. Bonuses are paid on work previously performed, not for future performance.

I agree with pwc1 I would handle the situation delicately. Maybe explain your reasoning for leaving etc. just to ensure you leave on a positive note

Yes, agree with above. You earn that benefit (typically after a year of employment) and you have no obligations to "pay it back" to your employer.
