You say exactly that: you want to respect client non travel, so not going to client site, and you have concerns for family, so you want to avoid travel to alternative site. Then ask how you can help transition planned meetings to video conferences. If you get grief, hold your ground or escalate.

I’d reach out to mgr and say something like “I cancelled booking flight for next week because of client restrictions on travel, don’t want to raise any red flags w/ new travel expenses - but I’ll go ahead and submit all my prior expenses so we’re all up to date with where we’re at”. Then if mgr explicitly says that s/he expects you to fly in - I’d say something like “Appreciate your transparency but from what I understand...the client communicated xyz and I want us to be sensitive to how we respond to their protocol since we might raise loud alarms by not listening to their guidance. Think it’s bad optics in today’s context. It’s also very risky from a financials sense since we might burn a hole in budget unnecessarily. Not to mention the real health concerns. [be open and transparent about your health concerns].” If mgr continues to push for you to travel, then I would escalate.

This method will make the manager feel like you’re forcing them down a path. Show them respect by giving them a heads up that you’re concerned about travel because of your family member. You’ll get to the same outcome but won’t burn bridges
