Don't live with a roommate

It’s unfortunate, but you really have no recourse to demand anything out of a roommate. You can give them a tongue lashing of course, but legally you can’t force them into any behavior change
Ask if he was only seeing his girlfriend. Ask what they did, and if he was careful on the way there and back, and if they just hung out together, or if they went out to parties. If they were careful and just saw each other, then you are likely ok, because over the months of seeing each other, they effectively now count as one unit.

Yes I want to but given that I still have to pack up my stuff and move by the end of the month it’s not very cost efficient 😪 I’ve also fully paid my rent for the last 4 months I wasn’t there so I’d prefer not to spend any more additional money on living
Ask him to either stay away for your 14 day quarantine (for his safety and yours), that’ll give you time to pack, or come back at the very last minute to pack up

Agreed, you can’t force a roommate to do anything. If they’re just seeing their girlfriend, you’re fine and would likely do the same thing if you were in their shoes. Also, trains have plenty of room to social distance
