You need to transfer to the U.S. Your salary will at least double if not triple.
If you can’t move, I would definitely ask for a raise.
From my research I’m about 15% below the average pay for a junior cyber security consultant, so I believe with my experience 30% is a big jump for me but small for the company especially since not only do I have these certifications which they are aware of, I am supposedly the only one to have local government (council and combined authority), public transportation, public broadcasting, fire & rescue service, and Public Health (NHS) experience.

No I don’t know. But 30k at 4 years experience for your employee is a steal
I earned £28k as a fresh graduate 6 years ago! You're definitely underpaid and should aim for £60k at least

At 4 YOE you can come in as a Senior Consultant and probably aim for £60/65k.
