You should contact your state’s Labor Relations Board to find out if that is legal or not. If not they will help you
When I left my last job, I had 110 hours and they paid it out to me. I believe if you earned it, they have to pay it. I would look for any paperwork on their guidelines and then I would contact an employment? lawyer. I would not take their answer as gospel as even an HR department can get it wrong.

I would call an attorney! Those are your earned hours. You definitely have a claim to earned wages.
