Initial grants of restricted stock are common. You could ask, to help with your consideration of their offer, if annual RSU grants exist for any other employees. If so, tell them you’d be more interested in that. You’d likely need to make a concession in the initial grant or in salary.
They’re basically offering you the RSU as a signing bonus. You should get clarity as to what the total annual comp is and if it includes RSUs and/or cash bonus, and if it doesn’t include RSUs, at what level would you become eligible for them. It is common for lower level in house positions to not include stock grants.

At my company, beginning at a certain grade (i.e., “Sr. manager and above) your annual compensation includes a refresh equity grant. Folks in lower grades can receive a discretionary refresh grant, but it’s not guaranteed and you generally have to be a good performer because the pool available for those discretionary grants isn’t very large. If your company is anything like mine, you’ll want to figure out what the tipping grade is for guaranteed refreshes and try to slot into one of those grades or figure out what your path is to get there.

I'd generally ask re their total comp philosophy, including refresh, spot or promo grants. Also ask re potential for promotion.
