Anything is better than government
Seattle is a great city and the west coast in general will be a slower change of pace. Lots of growth happening in Seattle and if you're an outdoorsy type, you'll probably like it. It truly does rain A LOT so if that bothers you, you should take that into consideration. You're still relatively young so if you are ready for a new (and better paying) adventure, I'd say go for it!
@A1 - yes, I did and it looks good on paper but to be honest, I guess I'm more hesitant about making a big move by myself to a city where I don't have a network. I've moved around a lot but I've been finding it more difficult to find a solid network the older I get.
Relocation assistance is a ploy to trap you there for at least 2-5 years. If it's worth it, you won't need the assistance to make things work.

Not worth it for the money alone. I used to do federal and the switch basically felt like starting over again. Industry projects are much more faster paced.

Do it - you're finding it harder to network because it's DC and the East Coast in general. I should have done it when I had the chance.
