He’s not lying. His White House doctor has released a signed letter confirming it.

Why are you surprised that he is taking it? He has been very consistent about his hopeful optimism about it and his belief that it is extremely low risk.

He’s also correct about it being low risk. The media has been distorting that by calling out any shred of evidence that anyone died while taking it.

Many of the studies that make HCQ look like it is not effective are highly flawed. Many do not use zinc, even though the mechanism of action of HCQ against COVID-19 is believed to be that it allows zinc to pass through cell walls and the zinc is what prevents viral replication. Many of the studies only test severe, hospitalized patients, even though the recommended protocol by doctors who report success with it is to give it at the first sign of symptoms, similar to Tamiflu, and that it may not help much if you wait until the case is too severe. The study that claimed it had a higher risk of death than placebo was only looking at severe cases and had sicker patients with more comorbidities in the HCQ group.

Are there potential side effects and risks of HCQ? Yes. There are with almost all drugs. Some people would not be prescribed HCQ based on known risks, such as patients with heart conditions. It is a simple fact that it has been used for decades for other diseases, both as a prophylactic for malaria and as a treatment for lupus among other things. The FDA has declared its use safe for other conditions, and there is no clear evidence that anything about COVID-19 changes its safety profile using the protocol doctors have recommended.
