I would look at crime statistics and drive around the different blocks, especially at night, and come to your own conclusion.
I have a property in E and the area is definitely changing. Once you get into B and C, the prices are significantly higher. Area A is a bit different depending on whether you're looking at the east or west side of the park.
True, Chicago’s safety changes block to block.
Check out Lincoln Square. Awesome little strip with some good culture on Lincoln Ave.

Eastern B and C is good in many cases, and in some cases I would rank it over A.
Honestly, it depends on the specific blocks in some cases. You definitely have to go and check it out during the day and at night.
I have no experience with D and E, so can’t speak to them.
My personal opinion
A < E < D < C < B gentrified
Livability is subjective and I won't venture a guess on what you're looking for. I, myself, would rank B highest followed by E/C, A,D (Blue line access for the win).
Safety is tricky.. I'd say A is lowest based on potentially outdated perception
B and C are safe. D is a bit out of the way, but safe as well. E, I’m not as familiar with but can’t comment. The east side of A is pretty safe as well. I’ve found the further west you go, the more dangerous it gets. Same with the further south you go.
D is absolutely worth a look. Have multiple friends/colleagues purchasing in Portage Park and surrounding area. Property values are still relatively accessible and will continue to see solid returns as people flock west.

I’ve lived in B, C, and E. They’re all safe, good, and built up.
A is questionable, gentrified but has pockets of Puerto Rican gangs. Same with the Hermosa part of E.
D is mostly good but has had a resurgence of gang activity since 2020, not sure if it’s died down but it wasn’t widespread
I currently live in B and love it. This is the best answer here.
Unfortunately almost all of these areas OP drew have ‘subareas’ with differences, but this is the best summary.
Why are people putting B above C. C is half composed of Lincoln Park.
It certainly is C first then B second.
I lived in C for several years and have never felt safer. For reference I moved to river north and now the west loop and will be moving back when my lease is up.
Absolutely don’t move to A. Everywhere else is fine.
Lincoln Yards development makes C very attractive.
I live in D near Horner Park. It is quiet and safe. A little boring compared to other parts of the city but I am good with that. Great for kids and a short drive to everywhere else in the city.
Be mindful of living on main roads. I’d avoid north and Milwaukee. I live in wicker park and love it here however the neighborhood has seen a large increase in crime and homeless.

My summary of this is perhaps the following ranking:
1. East of the river below Irving
2. East of Humboldt park
3. North of Irving/ Albany/ Portage?
For those asking about my preferences I am looking at min 2/2, walk up, no high rises, and blue line proximity is very imp since I have to travel 2/3 each month for work/ personal stuff.
Then do B
I would not consider A west of the train tracks in that picture - too dangerous.
