A3 nope. Alcohols typically have a lower boiling point due to less hydrogen bonding than water. Ethanol, the alcohol in vodka, has a boiling point of 173F, almost 40 degrees lower than water and well above the temperature that the food cooks at.

Drunk is a bit much. I have had penne a la vodka where the chef hadn't fully cooked out the alcohol, but there was no where near enough to get someone drunk

Typically not possible. Alcohol has a higher boiling point. When. Cooking the sauce it is boiled. Unless they really added way too much or didn't cook the sauce (both unlikely) she had an interview.
