If you're talking about offshore resources, there is substantial evidence to verify that they are significantly worse. This has been voiced specifically by a number of CSuite executives, who feel like they're wasting money and want to get rid of them.

Absolutely disagree SM1. Loudly complaining about people of a given nationality in the workplace where your colleagues can hear is completely unacceptable from a professional behavior standpoint and addressing these issues is part of what HR is for.
Nationality is def not justified. If they were to say offshore based on the fact that they aren’t onsite which can bring challenges that’s different
