Outright stealing is dishonest, as we all well know. Making connections between things, to create something new, is basically what both we and artists do. It’s how we as humans make stuff that’s of any worth.
I think you're taking the line too literally.
The idea is that you have to consume to create. Picasso started out by replicating his favorite artists. Some of the greatest ideas were built on another.

Bro, none of "your" ideas are as original as you think. We steal/borrow from culture. That's what insights are for. If you're not finding inspiration in art and culture you're doing it wrong.

You’re constantly influenced by your surroundings. Even if you think every thought or idea you generate is completely original, most likely your subconscious was inspired by something you saw, heard, or read... I don’t think that’s stealing.
You need to read Joseph Campbell before you think anything you write is original.
