Hell, even most creative leaders I’ve worked with (love you all, but still) are pretty clueless when it comes to things like burn reports and scopes. This seems *highly* irregular.

Man, look around. The account team? They’re making banner ads. Designers? Doing billing. Strategy? Building websites. The agency dog? It’s a cat. Get it? This isn’t an attempt to spread more responsibility across fewer roles to reduce costs. Nah. It’s a new agency model, brother. We evolve or we or die!

Definitely seems more like a CD / senior role responsibility. At ACD level I've been involved in resourcing of projects a little bit, but none of the other stuff you mentioned.

For sure not. You are at Director level. That is absolutely a senior position. That being said, have a conversation with your manager if you have not done so already to more clearly define roles and responsibilities and request any appropriate training.
Titles and their associated responsibilities differ from agency to agency. That is commonly recognized. As such, once again, a conversation should be had to clarify expectations.
I’m not sure who “they” are, but I can tell you that 95% of the Creatives I’ve ever worked with have had more than a “clue” as to what I do, and vice versa.
That seems like they need to hire staff and allow the trained design staff to upskill on their roles as a designer and not on reports and paperwork. I would question that..
In an ad agency these are duties for CD and above. Perhaps you are due for a raise?
Just gotta make sure it matches how it’s scoped and what’s actually being created in real life. It’s important to ensure that set up is mutual in these circumstances.
