I think Oct 1 to both questions, but also following!

My answer is a litte unrelated, try to get Canada PR. You will observe people in their 20s,30s,40s asking the same H1B questions. Its like a cat and mouse game that never ends. You might make little lesser in Canada but will stay away from these endless hassles.

Get it started earlier.

If you get selected for H1B, aren’t you supposed to return home sometime in the summer to pick up the visa? Wouldn’t that be traveling overseas before Oct 1st?

Nope, you don't have to get the visa stamp if you're not leaving the US. When you do for the first time on H1B, you'll need to plan the trip in such a way that you get your visa stamped before you come back

Keep in mind the US Consulate in your home country (which is ideally where you should get it stamped to avoid complications) should be open and you should be able to get an appointment that wont get randomly canceled (its been happening a lot due to COVID). COVID has also created a significant back log in VISA appointments, so everything will move much slower. That delay should be accounted for. You are also only allowed to be outside the US for a maximum of 180 days on the H1B.
