Try using Salary.com and Talent Neuron (if you have access). Software Developers are being sought out like no other right now, so I would suggest using levels.FYI to see what the top techs are paying as well.
Are verbal / official offer letters being outright declined or are these numbers in the early interview process being disclosed?

I second salary.com. You can also check if they have wage surveys through your local chamber of commerce.
We use Radford data for compensation benchmarking also you can look at competitors job adverts for ideas.
Check the overall package and see how competitive your benefits are too and any LTIs these aspects can help to compensate if the salary is not going to compete with the biggest players.
Also get salary reviews and reports from your agency partners. They can be helpful (to a point)
You could try Glassdoor. Some big recruiting companies (maybe not in the US though, sorry I'm based in Europe) also have the annual salary review across industries and job positions such as Adecco and Morgan McKinley.
Payfactors. Also, there is levels.fyi where developers post their comp and it's structured very well
Another question because I’ve encountered this….. Are you paying at 60-75% , but targeting candidates from companies that are in the 76-100%? Glassdoor will also show you large companies and what the avg pay is per job title so it’s easy to target the right places!
