Have you spoken to someone about it and asked for more work? The solution might already be there waiting to be found.
Definitely make sure your supervisor knows you've got some free time you're happy to fill. If they don't have it for you, then yes moving on is probably the best career move. Another option is to look into contract work on the side if your employment terms allow for it. Great way to network.
