A data analyst brings a deep level of technical expertise to the table to ensure the quality and accuracy of that data. A data specialist may do some data analysis of a client's information, they research data sources mostly to fix any corrections to existing data to ensure the accuracy of the recorded information.
Data analysts have to make sense of the given data but a data specialist takes on a more broader level to guide what direction the analysis needs to go in, and what kind of data makes the most sense based on goals
I think analysts are limited to working with given data while specialists are masters at their industry and are hired for their expertise
